A city declaration that has temporarily stopped the construction of any nightclub in town has drawn complaints from at least one business owner.

The "zoning in progress" means that the city won't allow construction of any restaurant over 3,000 square feet, or nightclub of any size, until officials finish tinkering with development rules to address such establishments.
